Consulting Scope
of Services

SITE ACQUISITION

Our team will assist with the site acquisition in any way deemed necessary by the Owner/Developer. We will also view alternate properties/projects and work with the Owner/Developer’s leadership to determine the appropriate offer price and bidding strategy. Utilizing our industry knowledge and building savvy, we can participate in the negotiation process and provide valuable analysis of the site to the Owner/Developer.

PRE- CONSTRUCTION PHASE SERVICES

Diving in with a detailed understanding will allow our team to effectively act entirely as the Owner/Developer’s construction consultant through all phases of the project. CCP will review all information relevant to the project; grasping every detail allows us to manage the project with a full understanding of what is needed to deliver a successful project.


Establishing and Documenting Project Requirements:

  • Lead the development and documentation of the project requirements (ex. Key milestones schedule, project strategy, site logistics requirements, quality standards, first cost vs operating cost priorities, and a targeted budget) to ensure the entire team has a complete understanding of the Owner/Developer’s short- and long-term objectives.

MANAGING THE DESIGN AND CONSTRUCTION TEAM:

 

  • Assist with design review of documents during development for constructability, coordination, completenes, and value

  • Work with GC to provide comprehensive cost estimating and make recommendations/value engineering suggestions to assist the design team with maintaining the project budget as necessary.

  • Analyze the project requirements and develop preliminary site logistics and phasing plans.

  • Develop Request for Proposals for GC, subcontractors and any additional consultants that may be needed for the project. Provide a complete analysis of proposing contractors'/consultants' RFP Responses.

  • Assist the Owner/Developer with creating qualification criteria and recommending subcontractors/consultants to bid and assist with the subcontractor/consultant RFP process.

  • Assist with the award of contracts and negotiation of appropriate terms in the agreement with select qualified teams.

PROJECT MANAGEMENT AND CONTROLS

  • Establish and implement the appropriate financial and administrative controls.

  • Monitor the design process, ensure the incorporation of all program requirements, and assist in sharing of information with any consultants.

  • Assist Owner/Developer’s local counsel and all consultants as needed

  • Attend meetings with public agencies and assist in obtaining permits, approvals, and other authorizations necessary for the development, construction, and operation of the project.

  • Work with GC to prepare a project schedule, incorporating pre-construction and proposed construction activities and coordination with the Owner/Developer’s ongoing operations.

  • Provide day-to-day interface with GC and Owner/Developer’s operational personnel to plan work and safety of the operating facility.

  • Monitor the regular updates to the schedule based on impacts due to design changes, field conditions, and other related impacts.

  • Assist the architect with GC questions and maintain an RFI log.

PROJECT BUDGET

  • Prepare a Master Project Budget including consultants, construction hard cost, soft cost, FFE, and other related costs and contingencies.

  • Modify and update the estimate at the conclusion of each phase of design.

  • Monitor and advise the Owner/Developer of variances and available means to mitigate variances. Advise on options with differing impacts or consequences.

  • Work with Project Team to generate a cash flow forecast for the project and update the same on a regular basis.

CONSTRUCTION PHASE SERVICES

Once construction has started, we will act on behalf of the Owner/Developer for all construction matters, except as otherwise directed by the Owner/Developer. Our detailed participation through the pre-construction phase allows our team to coordinate with the GC regarding the operations, activities, and responsibilities of the Owner/Developer and project team. With our knowledge of all project requirements and all details of the project, our team will have the authority to achieve the necessary objectives in this phase.

PROJECT MANAGEMENT AND CONTROLS

  • Schedule and conduct project meetings at which the Owner/Developer, GC, and Project Team discuss procedures, progress, problems, scheduling, phasing, and coordination with ongoing operations and other issues relevant to the successful completion of the project.

  • Provide or cause to be provided a detailed schedule for the operations of GC on the project, including realistic activity sequences and durations, allocation of labor and materials, processing of shop drawings and samples, and delivery of products requiring long lead procurement.

  • Regularly monitor the schedule and safety as construction progresses. Identify and report on potential variances between schedule and probably completion dates, Recommend to the Owner/Developer and GC adjustments in the schedule to meet their required completion date.

  • Recommend courses of action to Owner/Developer when requirements of any contracts are not being fulfilled.

  • Coordinate the periodic inspection by the architect and other necessary consultants on the work of the contractors.

  • Consult with and assist the architect regarding any questions from the general contractor on the meaning and the intent of the drawings and specifications.

  • Collaborate with the architect to establish and implement procedures for tracking and expediting the processing and approval of shop drawings and samples.

  • Record the progress of the project and provide detailed reports to the Owner/Developer.

  • Receive contractor shop drawings, product data and samples, and maintain a log. Monitor Architect/ Engineer for timely responses.

  • Cause GC to maintain at the project site, on a current basis: records of all contracts; shop drawings; samples; purchases; materials; equipment.

COST TRACKING AND REPORTING

  • Manage the Project Budget and monitor the GC’s Anticipated Cost Report ensuring that all project-related costs are tracked in a timely/accurate manner and reported in regular updates.

  • Regularly monitor the anticipated final cost, showing actual costs for activities in progress and estimates for uncompleted tasks. Identify variances in the budget or estimated costs. Advise the Owner/Developer when project costs are anticipated to exceed budget or estimates.

  • Meet with the Owner/Developer to provide executive-level updates regarding project status.

  • Revise and refine the anticipated final construction cost, incorporating pending and approved changes, and potential exposures as they occur, and update/develop cash flow reports and forecasts as needed.

  • Arrange for the maintenance of cost accounting records on authorized work performed under unit costs, actual costs for labor and materials, or other bases requiring accounting records.

  • Maintain a daily construction log.

  • Develop, implement, and manage a system for review and processing of change orders.

  • Recommend necessary or desirable changes to the Owner/Developer and the architect, review requests for changes, develop recommendations and assist in negotiating change orders.

  • Develop, implement, and manage a procedure for the review and processing of applications by contractors for progress and final payments. Make recommendations for certification to Owner/Developer for payment.

PROJECT CLOSE OUT

  • Once substantial completion is achieved, we will direct a punch list including incomplete, unsatisfactory, or non-conforming items that require, completions/remedy prior to certification of substantial completion.

  • Following the certification of substantial completion, we will facilitate and monitor the GC’s completion of and the consultant's review and approval of all punch list work. 

  • Coordinate with GC’s maintenance personnel and monitor the inspection of utilities, operating systems, and equipment for readiness and initial start-up and testing

  • Oversee the commissioning matrix and manual

FINAL COMPLETION

  • Coordinate with GC on final completion and notify the Owner/Developer and architect that the project is ready for final inspection by calendaring with the proper agency. 

  • Secure and transmit to the Owner/Developer and/or architect required guarantees, affidavits, releases, bonds, and lien waivers.

  • Turn over all keys, manuals, record drawings, and maintenance stocks to Owner/Developer. Assist Owner/Developer’s expediting consultant and other related vendors/contractors in obtaining temporary certificates of occupancy and permanent certificates of occupancy or final inspection reports. 

  • File all notices of completion, coordinate final payment, and secure final conditional lien releases and any other activities required to occupy the project.
